After Focalors executed her plan, the authority over the Hydro element didn’t just vanish or stick with Furina. It actually went back to where it originally belonged, according to the lore – to the Hydro Sovereign, Neuvillette. He now holds the real power over water in Teyvat.

She was the human vessel, the actress playing a critical role. The actual Hydro Archon, Focalors, is gone, and the power now rests with Neuvillette.
